This was done to discredit him I’m sure. Look closely and you can see this is played in reverse. Why I am not sure but it could very well be testing the sensitivity of a mic. Look closely, he never looks down to see where the end of his tie is. If you look at it in reverse it appears he’s speaking into it and then drops it back on his chest and rest his hand on the desk.
