This is the fourth incident of its type since the overthrow of the Taliban regime in 2001 in the eastern province of Kunar.

While this is horrendous behavior - that our administration seems to think is fine and peaceful - I think we can be fairly confident that the actual number of such horrible crimes against women are actually WAY down since 2001... Because this is behavior that is really encouraged by the Taliban.
