Did Clinton cut military and intelligence spending?

Posted on 09/13/2008 1:13:47 PM PDT by reaganator

I'm having trouble finding facts on whether during the Clinton Administration the military and intelligence agencies were subject to spending cuts. I've often heard this and was wanting to know whether it is correct. Any help would be appreciated, thank you.

YES

Of the 305,000 employees removed from the federal payroll, 286,000 (or 90%) were military cuts. The statistics for America’s defense during the Clinton years reveal the deep-seated animosity of the administration toward those who served in the military. The Army was cut from 18 divisions to 12. The Navy was reduced from 546 ships to 380. Air Force flight squadrons were cut from 76 to 50.

The SOB whacked my contract. The un-intended consequence forced the military to take the operation back at an added cost of millions.

THESE IS HOW OUR MILITARY WAS DECIMATED UNDER (COMMANDER IN CHIEF)CLINTON, SUPPORTED 100% BY JOHN KERRY (THESE VOTES HE DID SHOW UP FOR). THEIR TERRIBLE JUDGMENT IS WHY OUR MILITARY IS STRETCHED NOW...ALL DUE TO THE DEMOCRAT PARTY LEADERSHIP (I USE THE TERM LOOSELY). Send to all...people need to know what they’re voting for.

709,000 REGULAR (ACTIVE DUTY) PERSONNEL.

293,000 RESERVE TROOPS.

EIGHT STANDING ARMY DIVISIONS!

20 AIR FORCE AND NAVY AIR WINGS WITH 2,000 COMBAT AIRCRAFT

232 STRATEGIC BOMBERS.

9 STRATEGIC BALLISTIC MISSILE SUBMARINES WITH 3,114 NUCLEAR WARHEADS ON 232 MISSILES.

500 ICBMs WITH 1,950 WARHEADS.

FOUR AIRCRAFT CARRIERS AND 121 SURFACE COMBAT SHIPS AND SUBMARINES PLUS ALL THE SUPPORT BASES, SHIPYARDS, AND LOGISTICAL ASSETS NEEDED TO SUSTAIN SUCH A NAVAL FORCE.

Sen. John Kerry, Democrat from Massachusetts:

He voted to kill the Bradley Fighting Vehicle He voted to kill the M-1 Abrams Tank He voted to kill every Aircraft carrier laid down from 1988 He voted to kill the Aegis anti aircraft system He voted to Kill the F-15 strike eagle

He voted to Kill the Block 60 F-16 He voted to Kill the P-3 Orion upgrade He voted to Kill the B-1 He voted to Kill the B-2 He voted to Kill the Patriot anti Missile system

He voted to Kill the FA-18 He voted to Kill the F117 He voted to kill every military appropriation for the development and deployment of every weapons systems since 1988, including a bill for battle armor for our troops.

John Kerry voted to kill all anti-terrorism activities of each and every agency of the U.S. Government. He voted to cut the funding of the FBI by 60%. He voted to cut the funding for the CIA by 80%. He voted to cut the funding for the NSA by 80%. THEN, he voted to increase OUR funding for corrupt operations by 800% !!

Voting history can be accessed through Senate voting records. The above is an accurate summary

How could he? The line item veto was found to be unconstitutional. Congress makes and passes the budget. It’s not an executive power.

Don’t forget, Clinton and the democrat congress were enjoying ‘peace dividend’. In doing so, they cut the military budget as well as the intelligence budget. Intelligence wise they reduced the manpower on the ground to depend, in some areas, soley on satellite surveiallence. (sp)

He didn’t CUT the military.

He GUTTED it.

Then he/she/they bragged about how much they had cut spending.

I think it should be added that he used up a lot of supplies, and left the supply chain pretty empty. You’d have to get the details from someone else, but one notorious thing he did was expend ALL of one kind of cruise missile and most of the other kind (air launched and sea launched). I believe he also saved money by neglecting to replace aircraft spare parts and the like.

It was estimated that it would take two or three years to start up the production lines again before we could even BEGIN replacing those cruise missiles.

The White House request for a budget increase had surprised some lawmakers because Mr. Clinton promised to cut intelligence spending by $7 billion over four years. The request is in classified sections of the Defense Department budget, in which it represents an exception to a plan outlining significant cuts in military spending.

...thats from a NYT article from 1993

If you just type in:
did clinton cut military and intelligence spending many sites will come up. This is just one:

http://www.seasonsecurity.com/obama-or-national-security-47278

This site said that he cut that spending by 35% and that 911 happened about 9 months later.

As one of the over 1 million folks in the defense and intelligence sectors who lost their job during the “Clinton Peace Dividend”, it was real. If it hadn't been for the Submarine Good ‘Old Boy network, I would have been in real trouble. (Some Good ‘Old Boy Networks are better than others ;-)

....and if my memory serves me correctly. I believe at one time those satellites were being used to monitor the Amazon basin........(I kid you not!)

He cut a lot of money from the intelligence community, which resulted in a huge gap in humint collectors. It was the classic peace dividend which allowed him in part to balance the budget. Of course, 9/11 was the result.

I’m lost on this. I’ve always used these talking points about Clinton. I thought Congress spent the money, and didn’t the Republicans have control? Or did these cuts take place before 1994?
