That's a pretty neat trick. The population of Detroit has been falling for sixty years. That population is now LESS THAN HALF the 1950 population.

Over that time period, the population of Michigan has risen from 6,371,766 (1950) to 9,938,444 (2000).
If you want to explain Granholm, Levin, and the amazingly stupid Stabenow, "Detroit" just won't git 'er done.
Detroit was 29% of the Michigan population in 1950, in 2000 it was 9% and is probably still falling.
Look somewhere else.
Your numbers make a strong argument that it can't be just Detroit.
