This wasn't in the bill that got killed.   The Dems could have passed that one, they had the votes, but they held back making it look like killing it was the Republican's fault.   Now they're adding in all this pork on the excuse that it's the only way to get it done.

Can someone direct me to the tax credits for small businesses section in this whopper document??? Seriously.... I didn’t see anything, but the say it’s there somewhere.

At the top of your screen tab hit "Edit" then "Find", you'll get a find box at the bottom of your screen. Found two relevant searches on 'small', one for wind turbines and one for small businesses and health benefits.

SEC. 405. INCREASE AND EXTENSION OF OIL SPILL LIABIL23 ITY TRUST FUND TAX. 24 (a) INCREASE IN RATE.— 260 O:\AYO\AYO08C32.xml S.L.C. 1 (1) IN GENERAL.—Section 4611(c)(2)(B) (re2 lating to rates) is amended by striking ‘‘is 5 cents 3 a barrel.’’ and inserting ‘‘is— 4 ‘‘(i) in the case of crude oil received 5 or petroleum products entered before Jan6 uary 1, 2017, 8 cents a barrel, and 7 ‘‘(ii) in the case of crude oil received 8 or petroleum products entered after De9 cember 31, 2016, 9 cents a barrel.’’. 10 (2) EFFECTIVE DATE.—The amendment made 11 by this subsection shall apply on and after the first 12 day of the first calendar quarter beginning more 13 than 60 days after the date of the enactment of this 14 Act.

SHORT TITLE. 13 This subtitle may be cited as the ‘‘Paul Wellstone and 14 Pete Domenici Mental Health Parity and Addiction Eq15 uity Act of 2008’’. 16 SEC. 512. MENTAL HEALTH PARITY. 17 (a) AMENDMENTS TO ERISA.—Section 712 of the 18 Employee Retirement Income Security Act of 1974 (29 19 U.S.C. 1185a) is amended— 20 (1) in subsection (a), by adding at the end the 21 following: 22 ‘‘(3) FINANCIAL REQUIREMENTS AND TREAT23 MENT LIMITATIONS.— 24 ‘‘(A) IN GENERAL.—In the case of a group 25 health plan (or health insurance coverage of311 O:\AYO\AYO08C32.xml S.L.C. 1 fered in connection with such a plan) that pro2 vides both medical and surgical benefits and 3 mental health or substance use disorder bene4 fits, such plan or coverage shall ensure that— 5 ‘‘(i) the financial requirements appli6 cable to such mental health or substance 7 use disorder benefits are no more restric8 tive than the predominant financial re9 quirements applied to substantially all 10 medical and surgical benefits covered by 11 the plan (or coverage), and there are no 12 separate cost sharing requirements that 13 are applicable only with respect to mental 14 health or substance use disorder benefits;

But decreased Rum costs:

SEC. 308. INCREASE IN LIMIT ON COVER OVER OF RUM EX12 CISE TAX TO PUERTO RICO AND THE VIRGIN 13 ISLANDS.

Well, looks like they are ordering insurance companies to loosen requirements for Mental Health and Substance Abuse Disorder benefits.
Good.
We'll need a lot more of those once people figure out our "leaders" have indebted every man, woman, and child in the US another $2200 per year!
