Sure you can. Get a bucket of maggot infested garbage, dump it on the SUV and have it declared a public nuisance.
Easy enough. A paintball gun with several hundred rounds strategically placed should obliterate such hatred (on the SUV.)
You are correct. You can control the street with tactics like those. That would be hillarious.
