historically, people who are in power there main criteria for drawing districs is staying in power.
It is difficult when the Supreme Court was looking at majority/minority districts, concerning staying compact etc., the tradition of map line drawing was full of holes. So, we don’t have a clear baseline on how to draw districts.
housing segregation patterns, the lack of diversity in voting districts is created by housing patterns. Alot is determined by housing segregation.
When you get a district with even plurality by race, often time in those districts you will often have a white candidate represent those districts. So, therefore, while it would be nice to think it would equal competition for representation, it is not.
Although later he said that it would not hold up with the voting right act because there is strong evidence that show that whites are willing to vote for a minority candidate.
