Deprivation of water to drink would be cruel and unusual punishment. Therefore the constitution does require it. (Or a swift execution?)

Anyway, wasn’t Terri Schiavo treated better than that? Oh...

No she wasn’t. I would agree with your premise about cruel and unusual. Where did you find the cruel and unusual language?
