To be honest, police officers are BEYOND civilian, because not even the bravest Soldier every to serve in the US Military could ever hope to pull such a thing off.
Tell any group of heroes (say, any soldier who just finished a tour in Iraq or Afghanistan, since each is a hero) who live around your neighborhood to take some guns, wear some hoodies/masks, and then just storm en-masse into someone's home, knocking down the door, and entering with guns drawn ....oh, and just to make it up to spec, have them shoot that person's dogs (since they were vicious).
When asked what the heck they were thinking, tell your local heroes to say that they simply 'got the wrong address.' Then see what happens to them! All their months/years of service in Iraq /Afghanistan wouldn't amount to much, since they would be thrown hard against the grinder.
However, that is a common excuse whenever cops stomp in the wrong door, with the danger being that the first thing I would do if I (a totally law abiding citizen) saw a bunch of MASKED men rushing in, is try to defend myself. Which would mean getting shot, since they are coming in ready, and I was probably settling in to watch some rerun on the plasma.
Cops are beyond-civilian. The only thing they cannot do is attack the POTUS and other high-ranking government officials (they'd be in trouble for that), or attack any one who has the ability to hire a very high profile lawyer (maybe a sixth-sense of some sort allows them to exude this ability). Anyone else who doesn't fall in the above categories is not equal in stature or rights to a police office, and thus should act accordingly.
I remember when I was once stopped in Oklahoma (a place called Nichols Hills ...apparently the cop was surprised that someone 'my age' was driving such a nice car in a nice place) ...the moment the lights flash I pull over, lower the windows, turn on all the lights inside the car, and place my hands on the steering wheel. When he asked for papers, I state out verbally every action I am doing (e.g: ''officer, I am slowly reaching into the glove compartment for the insurance, by the Hartford insurance company, etc etc etc'). Dude looked at me, and just walked back and drove off. maybe a little extreme, but better than getting shot for a mistake. I might have 'stolen the car.'
Yea, that's a pet peeve of mine as well. When I hear police, firefighters, doctors, etc. talk about "civilians" I like to ask them what their Geneva Convention Code is. They get a bewildered look on their faces. Many take offense to being told that they too are "just" civilians.
Neither of these justifies shooting the man on his property.... But don't worry, the investigators will ask the cop what commands he gave the fellow he shot, I'm sure his answer will be acceptable to the internal investigation and it will be ruled a "good shoot". No problem.

You're a cop in the traditional police force, not in the new civilian political cadres some have heard Obama as proposing. Do you think that, if he gets some sort of politically oriented civilian service going, that it will be totally unarmed? Or that it will meet the same standards of training as traditional police? Or that its errors will be subject to IAD and strict court supervision? I don't.
