Actually, I believe this was set up already under Bill Clinton. In November 1994, two new grant programs were set up for civilian community policing, COPS AHEAD and COPS FAST. This is how groups like the SPCA or private for hire rent a cops/security are able to have arrest powers. They are trained in law offices or by universiy law professors in seminar classes and they actually issue citations under he Civilian Complaint format.

I think Obama probably means he will help build this granting program up.

Public Allies and Camp Obama are Alinsky training programs designed to build a core group of "community organizers" dedicated to "social change" in their communities. 

Their charter will be to bring about "Change."  They'll do this through threats, pressure, tension and confrontation -- getting people "pissed off" -- the tactics of Alinsky.

Obama is cloning thousands of baby Obamas -- a "people’s organization" -- and on our dime.

A "movement" -- dedicated to social change by getting people "pissed off" -- and there will be thousands of them.

If Obama should sit in the Oval Office, just what do you think he has planned for these guys?
