Actually, I believe this was set up already under Bill Clinton. In November 1994, two new grant programs were set up for civilian community policing, COPS AHEAD and COPS FAST. This is how groups like the SPCA or private for hire rent a cops/security are able to have arrest powers. They are trained in law offices or by universiy law professors in seminar classes and they actually issue citations under he Civilian Complaint format.
I think Obama probably means he will help build this granting program up.
Odinga's Muslim extremist thugs went across Kenya, hacking Christians to death with machetes and burning them alive inside their churches, when he lost the presidential election.
When these things come to pass, will the media, if they are still free, go to Gen Powell and other 0bama lovers and ask what they think? If Powell has any honor he would lead the fight against these acts. We shall see.

Simple really, because the new national internal security force will be controlled by whoever controls the New Democratic government.
Even more chilling, with the new USISF in place we will no longer need police departments on the local, county, and state levels, and we can expect our sheriffs deputies, troopers and cops to either be absorbed into the new USISF laid off or retired....
After they surrender their weapons of course we don’t want police equipment in the hands of ordinary citizens.

The SPCAs are accountable to no governmental authority. Because there are no standards, rules or guidelines governing their composition, operation, training or activities, there is no consistancy or uniformity in their make-up, functioning or enforcement of the laws. These autonomous organizations present a true hodgepodge of extreme diversity and a danger to the state’s structured system of law enforcement. Once individuals in a county receive a charter from the state SPCA, they control the selection, discipline and removal of their members, officers and agents; the election of terms of office of members of the board of directors; the content of any by-laws; the formulation of any rules or regulations; what training, if any will be provided; how they will enforce the animal cruelty laws, and how they will spend the income. As a result, the SPCAs run the gamut in effectiveness of operation, scrupulousness in financial matters and enforcement of the cruelty laws. While some are operated in a highly professional manner, according to set rules and regulations, others are run as the personal domain of a well entrenched few who discard the rules on whim. Many individuals involved in these societies are dedicated to the welfare of animals and committed to functioning within an organized, structed environment, while others are ‘wannabe cops’ or motivated by personal gain. Because the SPCAs operate outside the realm of government, they have become havens for those who cannot obtain legitimate law enforcement positions.
ARREST POWERS: The legislative provision governing arrests for violations of the animal cruelty laws is contained in N.J.S.A. 4:22-44. It empowers only the state society and not the county societies. Arrests may be made with a warrant or without a warrant when the violation occurs in the individual’s presence. Since the provision was first enacted in 1880, the power to arrest has been conferred not only upon the NJ SPCA’s officers and agents, but also upon its members. However, nowhere in the statutes governing the societies is the term ‘member’ defined. Therefore, it includes dues-paying members and those members of the Board of Directors who are not agents or officers. These individuals receive no law enforcement training.

In Cuba, it is called a "Committee for the Defense of the Revolution". Each block has a member of the CDR living on it whose job it is to be the Government's stoolpigeon for that block.
If you say anything against the Government to anybody that gets back to the CDR stoolpigeon, you get a 3:00 AM knock on your door by the national secret Police.

If we're going to have a police state, I'd rather have the military rather than that bunch of 0bama hoodlums that came in chanting in the video. At least the military has the UCMJ (not that 0bama would abide by any rules - including the Constitution).
This Secret Police would serve two purposes - Beside providing 0bama "muscle" to enforce his edicts, providing "make work" jobs for his kindred.
Don’t you think he meant ‘pay raises for police’? I can’t imagine he would encourage neighbourhood militias.
I believe the proper spelling is "sturmabteilung", commonly abbreviated as SA.
