“Strict conservative values” won’t win you any elections in New York State. Absolutely guaranteed. A hard right value set will win you as many votes there as it will in downtown San Francisco.
That said, Rudy is probably the best person to at least try to rebuild some measure of Republican influence in NY state politics. Even under his tutelage, it will be a crapshoot. One might as well go next door in Vermont and have as much luck gaining more Republican seats.
Giuliani _might_ have a shot at the governorship in the next election, but even that will be tough going if his opponent is someone like Andrew Cuomo. Remember that Spitzer won with something like 70% of the vote.
Frankly, I don’t see Republicans gaining majorities in the NY state house again, ever.

Perhaps NY is lost. Juliani is the best hope to turn things around.

I spent 2 week sprints of time there in the last several years - so I don’t know the politics.
I’ve been oficially shooled on NY politics.
Btw, I told my sister that lives on Long Is. not to move upstate, but to get out totally 2.5 years ago.
