The definition can be found by googling or yahooing “Hate crimes”. There is a page from the Justice folks explaining the criteria.
Most hate crimes are crimes with the box checked for the “hate” definition. Then the report explains why it matches the “hate” definition.
So you can see how the stats don't help.
