I feel sure there was a little diplomacy involved by way of which India "got the nod".
These homes and neighborhoods should be carpet bombed, and every suspicious ship docked in Somalia sunk.
I believe one US carrier battle group could seriously put a damper on pirate activities.
Rules of engagement should be pick up survivors of pirate vessel rubble.

I am not sure how many US merchant ship operates in that region.
Its not a matter of “letting” other people take on the responsibilities. Its more a case of our diminishing projection of strength and influence. Hence forth we will not be the ones looked up to for leadership and help. It was always something we took upon ourself readily .......because we could. Not anymore. We are now quietly following the Britain and Europe into their eventual demise.
There are very few, if any, US flagged merchant ships, especially in that area.
Considering US maritime law, shippers register their ships in otehr countries (Panama and Liberia, for instance).
The UK Navy is in the area, but will not capture or detain any pirates, because it would be a “violation of their human rights” (yes, true).
Merchant companies would pay only if consumers would pay......
It would be an additional cost that would trickle down to the consumers. Its time the navy makes itself useful with all the tax money already paid.
