Many meto areas like DC simply can’t function without mass transit. The road systems simply can’t handle the volume.
An attack on a metro or rail system probably could be repaired in short order but people simply will not get on board again unless they feel safe. There is no way to do airport type screenings in any practical way. It would take months to get people back ridding.
