It doesn't look to me as though there was any changing of Bush's mind. He sought cover of Congress the first time around, but when Republicans thwarted his Third Way venture there, he's apparently chosen to work the same effect via his Treasury Secretary, who already has sufficient fiat currency authorized to him to make this happen.
