People tried that the last time Kali needed to pay in IOUs, and what I recall is that the state didn’t accept them. But that was a long time ago.

Actually, I think a “registered warrant” can be used to pay tax obligations. It would be difficult to arrange for withholding, but if you are a business or self-employed making quarterly payments, this may work.
