Vouchers on a state level will be tough to pass because the national teachers unions will spend millions to block it.

I wonder if it would be better to push RTW bills in states?

That might be easier to sell to the average voter and with a few more RTW states all the jobs will leave the ones that don't follow suit.

I think even the RTW bills will have to bypass the state legislature and go as a ballot initiative.

Vouchers are dead letter. Dead, dead, dead. They were voted down handily in one of the most conservative states in America.

The best option at this point is making tuition tax deductible.
