This is a scam to enrich a class of politically connected grievance-mongers...and the more the scam moves forward, the worse its so-called ‘beneficiaries’ suffer.

It has ever been thus. You will find the same thing at work on the West Coast of BC — or for that matter throughout Canada. They actually have get-togethers to swap notes worldwide.
