Chavez’s purpose in giving away the oil was to embarrass President Bush. Since President Bush is about to leave office, there is no purpose in continuing the program.

I was thinking along the same lines. I doubt if Kennedy was “suckered” about anything. The program no longer serves its purpose to try to embarrass President Bush so it is time to end it.
