In 2007, Kissinger and Primakov were appointed by Putin to co-chair a bilateral "working group" of Russian and American political insiders to tackle issues such as global terrorism, nuclear proliferation, and nuclear threats.

Interesting. This had to have had the active cooperation of the Bush administration. I wonder what else Bush was up to here, behind the scenes.

I’m not sure if it did need administration approval. CFR is a private entity. Kissinger is a private citizen. Why Kissinger would want to meet and cozy with the likes of Putin is beyond me. Must be getting paid well.
