Maxine Allen lived quietly with her husband Frank for years in their Fox Point home, and after Frank died in 2004, she rarely was seen outside the house.
She took the bus to her hairdresser and accepted help from a neighbor, who took her grocery shopping. Maxine Allen always used coupons, buying only sale and generic items, said neighbor Karen Wahlberg.
Frugal and independent, Allen "was a loner. Just stayed at home, day in or day out," Wahlberg said. "I thought she was penniless."
Allen, who died at age 85 in February 2008, left an estate worth $3.1 million - with about $2 million bequeathed to Milwaukee County in what may be the largest unrestricted gift ever given to the county. The State of Wisconsin will get the rest, after fees for lawyers and bankers are deducted.

Sounds like this couple lacked imagination, and just couldn’t think of anything worthwhile to spend their money on, either while they were alive or for their estate. Whatever. It’s a free country.
I don’t think she’s in heaven.
Its only money.
If she got out a bit more, should would have realized the depression ended years ago, and she could have lived a little better.
I dont think this justifies not going to heaven, but my guess is that by not having children and living as a pauper her whole life she did not experience much of it during her time on earth.

It really does. Or maybe she made her will when her mental faculties weren’t what they used to be.
You’d think the lawyer who helped make her will would have suggested that she stipulate how the county should spend the money, ie: care for the elderly or something.
It’s her money and she can do with as she wishes but would not have hurt to leave something to her neighbor who hauled her butt all over town to shop. Three million will last about three minutes in the state treasury.
In other words, she saw that the money would go to waste.

What a shame and what a waste. So many people could have been helped by this women money. Now it will just line political hacks pockets and buy votes.

Dying without a will would have had about the same effect.
...or setting fire to the money in the street.
But her husband made the SAME will!
They sound like finalists in a “Dullest, Most boring couple” contest.
It’s a good idea, I mean, the governments of the world have proven over and over again, they’ll spend 3.1 million on worthwhile....things.
She’d have been better off burning the money in a communal bonfire for her neighbors.

Will the State of Wisconsin have to pay estate/death taxes on the contributions and if they do, which department gets it?

Maybe they did not do much cause they were having sex all the time. Something that is very fun and doesn't cost a thing.
