Senate Passes SCHIP Bill with Federal Tobacco Tax Increase
January 30, 2009
The U.S. Senate voted 66-32 this week to approve a major expansion of the State Children's Health Insurance Program (SCHIP), funded with a 61-cent-per-pack increase in the federal tobacco tax, Reuters reported Jan. 30.
The $32.8-billion SCHIP bill would expand eligibility for the health-insurance program to an additional 11 million children; about 7.4 million kids are covered by SCHIP now. The measure was passed twice last year, but vetoed both times by President George Bush.
A similar measure has already passed the House of Representatives, and House Speaker Nancy Pelosi said a final vote could come next week after differences between the two bills are ironed out.
Some critics objected to the bill because it would allow states to enroll moderate-income families and does not include a ban on legal immigrants from getting coverage unless they have been in the U.S. for at least five years.
Republicans who crossed the aisle to support the Democratic-written bill were Lamar Alexander (Tenn.), Susan Collins (Maine), Bob Corker (Tenn.), Kay Bailey Hutchison (Texas), Richard Lugar (Ind.), Mel Martinez (Fla.), Lisa Murkowski (Alaska), Olympia Snowe (Maine) and Arlen Specter (Pa.).
So they will tax poor people to give illegal aliens healthcare.
Socialism is Socialism is Socialism is Socialism is...
Conservatives don’t vote for it.
Just what we needed- more spending. Jeesh!
Doesn’t seem very farsighted- financing a program like SCHIP- where the costs are increasing exponentially- with a tax on a product whose popularity and sales is decreasing.
The usual gang. Keep this list. I guarantee it’ll be repeated concerning odious legislation yet to come.
I was actually thinking about growing my own tobacco,
maybe this is the time.
I hope all those innercity people that voted from the big 0 will love when a pack goes up a buck and a 40 oz is taxed as well.
We reap what we sow.
Do you get taxed when you roll your own?
Many FReepers roll. When my hubby smoked, we did. Very cost efficient and the tobacco can be bought with no additives. Better smelling for me when hubby lit up.
SheLion can tell you about it....
I understand that rolling paper, and tobacco in all forms will be taxed more.. including cigars..
What poor people are they going to tax?
I hear tobacco is a weed that will grow easily in your back yard.
Illegal immigrants are included in the tax, if they smoke.
I’m in FAVOR 61-cent-per-pack increase in the federal tobacco tax. Bigtime. No conservative should support smoking.
I’m not in favor of the spending that comes with this tax increase. Not at all. It’s an expansion of the welfare state.
I’ll bet 0bama will get his smokes at the PX in order to avoid the tax.
Unfortunately, that is not true.
The usual stinking reeking traitors. Lugar also likes a 1 buck a gallon federal tax hike on gasoline.
Illegal aliens and “children” up to the age of 30! ROTFLMAO!!! How do you guys like the New Amerika “hope” and “change” gig so far?
Oh gee, another new troll.
What a deal—they pay the tax but don’t get any benefits!
I don’t smoke either but some day soon it will be something you enjoy.
So you’re a troll if you ask questions? Pardon me if I actually read the legislation (or at least an analysis of it).
Excuse me for dealing in facts.
If you don’t know by now that Schip covers illegals and “kids” up to 30 years old, you live in la la land.
How do you know you are dealing in facts if you have to ask questions?
It is called "compassion."
Now they can all sleep at night, secure in the knowledge they have Helped People.
OKAY...everyone.....send this “news” out to all of those you know....with the headline.....”ILLEGAL Aliens and Children up to the AGE of 30 get YOUR TAX DOLLARS”
The tax should have been higher! SCREW anyond stupid enough to smoke!
Funds will only be spent on Citizens and legal residents if, each State passes a LAW requiring every student to present a valid certified birth certificate and or resident papers to enter school. Problem solved!
I am proposing that most smokers are mid to lower class just like most lotto players are lower class.
uh...are you nuts?
How about a say, $10.00 tax on a box of ammunition? 50 cents on a bottle of beer? Where does it stop?
And what are you? High class? Your new POTUS smokes.
well hoo hah, at least lotto players are honest, no? I mean they are paying to be high class like those folks in DC.
LEARN IT, LOVE IT, LIVE IT!
If one cannot understand Rush's words above, then one does not truly understand FREEDOM!
You are totally nuts. Smokers will never fun
d this peogram, they are coming for you!
So when will this get signed by Obama? When will people have to start paying the extra $0.61/pack? Will this apply to Indian reservation smokes? BTW, what’s the price at which smokers will quit? I’m guessing the gov’t is on the verge of milking this puppy too much.
The amount of tax they get already is mind boggling. Here’s an idea, everyone buy the patch, stop. See how long that additional .61 increase lasts. They would be begging people to smoke again, offering tax reductions.
Funding of this program, or any program that is funded by a tobacco tax, is dependent upon people continuing to smoke.
Your favorite hobby is next. Then, we get to call you stupid.
How silly and dangerous. It has nothing to do with being conservative.
BRING IT ON! The object of my statement is to DRIVE people away from smiking and thus, improve their health and the health of any poor child stuck in a smoke filled enviroment!
I would have charged your charge card for cleaning if ti was required and if there was a NO SMOKING clause in the contract!
According the Congressional Research Service analysis of the bill:
(p. 10) CHIPRA (Childrens Health Insurance Program Reauthorization Act) 2009 would permit states to waive certain restrictions which result in a five-year delay for coverage of necessary health services in order to allow states to provide Medicaid or SCHIP coverage to pregnant women and children who are (1) lawfully residing in the United States, and (2) are otherwise eligible for such coverage. . . CHIPRA 2009 would prohibit federal funding for individuals who are not lawfully residing in the United States, and would provide for the disallowance of federal matching funds for erroneous expenditures made on behalf of such individuals under Medicaid and CHIP.
(p. 11) Citizenship Documentation
(The Deficit Reduction Act of 2005 (DRA) requires citizens and nationals applying for Medicaid who claim to be citizens to provide both proof of citizenship and identity. . . . CHIPRA 2009 would provide a specific alternative, which would allow a state to use the Social Security Number (SSN) provided by individuals and verified by the Social Security Administration (SSA) . . (SSNs by themselves do not denote citizenship, because certain noncitizens are eligible for them.) The bill also would also add a requirement for citizenship documentation in SCHIP.
The age limit for adults is a state option, it is not required. Most states do not provide SCHIP funding for adults, but those that do must get a waiver from the federal government.
As far as the taxing of cigarettes, it is one of the few that I approve. Cancer deaths are a huge burden upon the health care system as well as the affected families.
And as far as La La Land, you are right, I live in California.
