California delays $3.5 billion in payments

Running short of cash, California has started delaying $3.5 billion in payments to taxpayers, contractors, counties and social service agencies.

With the governor and state lawmakers locking horns on resolving California's budget crunch, the controller Monday halted checks covering these obligations so the state could continue funding its school system and making its debt payments.

The delay will inflict more pain on the already sorry condition of the Golden State, which is facing a $40 billion budget gap. People won't have tax refund money to spend, businesses won't get paid for their services and agencies won't have funds to help the needy until the budget situation is addressed.

Nearly $2 billion in personal state income tax refunds are being held up, according to state estimates. Last year, some two million Californians received refunds in February.

"People are going to be hurt starting today," said Garin Casaleggio, a spokesman for Controller John Chiang.

It looks like a good deal of the impetus for the stimulus package is coming from the ‘need’ to bail out failed states. The sooner they fail, the better. They can be used as case-studies in textbooks as to why socialism does not work.

Indeed. And what if our “helpful” Congress re-allocates funds from the rest of us to the state of CA?

Wouldn’t that be de facto taxation w/o representation? I’m not a resident of CA, and yet they would be using my monies, most probably in ways I wouldn’t approve if... and I would have no say in the matter at all.

No, because I read that they were thinking about cutting benefits to the elderly. I didn't see anything about decreased benefits for the younger, able to work but won't crowd.

Time for everyone to adjust their W2 forms so they do not have refunds coming. Next year you can send CA an IOU and tell them you simply don’t have it. These people should be facing jail time if the laws were the same for Politicians and citizens. Plus, the state should have to pay penalties and interest commiserate with the rates taxpayers have to pay when they are late(unless you are a high ranking democrat that is, then you pay nothing). If nothing else points out what a hole we have dug ourselves by electing democrat, communist scumbags to office this certainly does!

I had my W4 at 10 exemptions as a young married, new homeowner. I still ended up with a small refund. The mortgage interest was completely in my paycheck each month. Those days are long gone. I file single, zero now and still wonder whether it will be enough to compensate for the insufficient withholding from my wife's employment.

Last year, the socialist/welfare state of Michigan stole millions of dollars in tax overpayments and still refuses to return the money. Meanwhile, the fascist bureaucrats are driving new SUVs and pick-ups, the fat welfare mommas get an increase in the beer allowance and the thieving pig politicians are stealing millions.

We no longer have a government but are instead being enslaved by a criminal syndicate. The old North Bridge is coming into view.

I grew up fairly insulated from "welfare mommas". In 2001, I stayed with my parents for a week while moving out of my house in San Diego. I decided to patronize the roller rink in Chula Vista on the first Friday night of the month. My first clue that things weren't right was a large number of armed security guards in the parking lot. Clue #2 happened when I walked through the entrance. Wall to wall black people. You couldn't walk around the place. Skate? No way. I asked for a rain check for another night. On the way to my car, I asked one of the security guards what was going on. The answer: "It's mom's night". Welfare moms night. The welfare check showed up on the first of the month and the kids got dumped at the roller rink on the first Friday of the month. Ugh! Never again.

BTW, I had been to that rink many times before. About half the skaters were regulars. That included about 10 black skaters who were very skilled. There's always a few that are chaotic convulsions on wheels. You give them a little extra clearance.

My neighbor's son works in Ca. and he got an "I OWE YOU" in lieu of $$$s owed from his Ca. state tax return.

My daughter may be in the same shape. She is working in LA for a year, and started her training in NYC. We don’t know how much (if any) she will have to pay or get back yet.
