California's massive $40 billion-plus budget plan stalled in the Legislature early Sunday morning as Senate Republicans balked at a massive proposal containing $14.3 billion in new taxes.
After legislative leaders negotiated a tentative deal last week, the Senate wound up one vote shy of passing the budget plan, surprising those who believed Senate Republican Leader Dave Cogdill had locked up enough votes in his caucus.
Sen. Dave Cox, R-Fair Oaks, was widely believed to be the 27th Senate vote to pass the budget, but he stated early Sunday, "I'm not a prospect for voting for this budget." That sent Senate President Pro Tem Darrell Steinberg, D-Sacramento, and Gov. Arnold Schwarzenegger scrambling to negotiate with other Senate Republicans in search of one final vote.
Both legislative houses were pondering 27 hastily drafted bills that cover state budgets for two fiscal years: the current one that ends June 30 and the next one that begins July 1.

As a Californian, this is making my day this morning. I can’t believe being taxed in 5 new ways. . .including being taxed if you owe the state taxes? What does that mean? So people like me who change withholding to not get “refunds” are punished?
Maybe they realize people are changing withholding to avoid refunds since the refunds are now “IOUs.”
Good thing I don’t buy new cars (and never will); 2 of the 5 new taxes directly hurt people who buy new cars.
Funny thing is, all CA has to do is sell off-shore oil and gas leases to the energy companies and they'd be instantly halfway out of the hole.
If we did that and cut the illegal’s services, we’d be building roads,water projects, and cutting taxes. Open up that golden gate!
Crooked politicians here in PA use the July 4th weekend to sneak through pay raises, tax increases etc.
So this long holiday weekend gives the CA gangsters a chance to do things hoping people aren’t paying attention.
This budget bill raises every tax imaginable but doesn’t require the layoff of a single state employee. Once again the private sector is asked to make all the sacrifices. What a surprise.

In three decades they have destroyed what was California, the leading model state in America, and turned it into Taxifornia. Forty BILLION bucks in debt and yes, spending over TEN BILLION PER YEAR to fund ILLEGAL IMMIGRANTS. Just take a drive through Los Angeles nowadays. We residents of Taxifornia, remember the times when the state government, run by RESPONSIBLE CONSERVATIVES, was fighting over how to RETURN over three billion in excess taxation to the taxpaying citizens. When our schools were the BEST in the nation. When our demographics were acceptable and did not have to fear gangs in and around major cities.
Anything the liberals touch turns to $%^&. California has been no exception. And now they want us to pay for THEIR MALFEASANCE, CORRUPTION AND LAWBREAKING.

I think the income tax proposal is to take your annual income tax bill and multiply it by 1.05 or 1.025, depending on whether the state gets enough federal funding in Porkulus. It has nothing to do with how much you owe when you file taxes.
Apparently that RINO idiot Arnold thinks a billion dollars in new taxes automatically equals a billion dollars in increased revenues. Then he’ll sit back slack jawed as revenues crash, businesses fail and working people flee the state.

Now it's all gone to hell. We've been overrun by illegal aliens and they're still coming here in droves as Mexico continues to collapse. The voters passed Proposition 187 years ago to deny them benefits, but a liberal judge stopped it, and nothing more has been heard about it since.
I'm looking to spend my retirement years someplace else, like Idaho or Oklahoma.
