I'm guessing they meant counterfeit BRANDS, but what else would you expect to buy so cheap at discount stores?

There is no such thing as a toothbrush that is fake - unless, say, it looks like a shovel. The title should have read "Counterfeit Toothbrushes Found In Canadian Stores".
The same caliber of headline writer that would pen "SUV Kills Three"

while easy to make light of could be serious...
“Last July, a public advisory was issued about a sham Oral B Classic 40 toothbrush being sold. Health Canada received a report of toothbrush bristles dislodging and catching in a consumer’s throat.”
99.9% chance these are Chinese made and who knows how much arsenic, melamine or other random chemical is in there. The ChiComs are looking to poison the world so I’d consider this a good find...

Concerns about the safety of fake toothbrushes? What? Are the bristles actually rabid badgers? Solid lead?

Go into any of the “dollar” stores and you will find counterfeit products, including toothbrushes.
Costs the stockholders of the copyright owners loads of money.
From China? Most likely, but there are many other culprits.
Makes one wonder why no one sues the owners of these dollar stores, after the 20th time that counterfeit goods shows up.
And yes, toothbrushes are considered a regulated medical device and must pass tests to claim an FDA or an ADA emblem.
Good thing that only the bristles came off.

No kidding, when checking the box of toothpicks to see the country of origin it turned out to be CHINA. This was not an off brand, either, I think it was Diamond.
I don’t know what is going on, but if we can’t make toothpicks in this country or a tleast get them from Canada we are in trouble. Aside from the possible health issues from Chinese toothpicks, they also steal lumber from other countries and actually have destroyed large swaths in some very sensitive areas.
