Joe Bastardi would argue with you on this. According to him, the Russians have never bought in to the GW scenario, but believe that cooling is the trend.

I am not saying that the Russians believe in Global Warming. I am saying that the Russians intend to profit from it. I may not believe that elephants are going to fall from the sky, but if I can make a buck on selling Elephant Shelters, I’ll take it.
The Russians are providing massaged data from their ground stations, that the AGW crowd is all too happy to take at face value. But, apparently, they are using the real data for their own purposes, and have concluded that we are in a cooling cycle.
BTW - The guy who comes up with the model that blames Global Cooling on “excess” US consumption will be the next Algore.
Yet, liberals and other eco-terrorists everywhere will continue to spout this wayward information forever.
