If you study jihadis on the Internet for any length of time, you come to realize that there are many more people who self-identify with the global jihad than there are people participating in terrorist activity. In other words, if the jihadi web - the system of interlinked static sites, libraries of documents, forums, blogs, YouTube sites, virtual worlds, etc. - are a sort of factory, into one of which march aspiring terrorists, and out the other end come dead bodies, then clearly the production process is a highly inefficient one, at least outside of conflict zones such as Afghanistan or Somalia.

There are so many ersatz maj sites it is hard to keep track of them all. In the early days of the internet you could follow the crazies through the Muslim Student Assn of the USA site and the umma.org for international news. The bombing of the American embassies in Africa made the jihadists much more cautious, and 9/11 drove most underground.
