I can’t imagine how the Chinese would be able to take private land, as this is government debt. Wouldn’t they only be able to take federal government-owned land? Any legal experts?

You're assuming that private land belongs to anyone other than the government. Try not paying taxes on it for a while and see who ends up owning it.

The article doesn't explain how Hillary Clinton has any authority to allow China to do this, much less to make an agreement as extra-legal sounding as this is without congressional approval. It's a frightening article, but it's also suspiciously short on details and therfore a lousy article. It wouldn't surprise me though that our SoS is bending over on command in order to get the red Chinese to finance her boss's debt.
