China would be permitted to physically take -- inside the USA -- land, buildings, factories, perhaps even entire cities - to satisfy the financial obligations of the US government.

First we shoot the chinese and then we extend the remedy to the perpetrators (it's a 2nd Ammendment thing).

Seems the story originated here which also mentions this Bloomberg story citing the chinese wanting guarantees on the debt.

The Chinese basically want to be assured that Uncle Sam won't turn the greenback into toilet paper. I'm afraid they're going to be disappointed. They can't have their cake and eat it. If they want to manipulate their currency into decades of trade surpluses and domestic industrial growth, the price to be paid is a reduction in the value of their dollar-denominated asset holdings. Every country that has maintained trade surpluses with Uncle Sam (and indeed, any trade deficit country) has gone through something like this. There is nothing the Chinese can do about it.

Heck, even during the days of gunboat diplomacy, there was nothing we could do about China's periodic devaluations of its currency. When we lent money to them in their domestic currency, they devalued their currency. When we lent money to them in our currency, they defaulted and rescheduled payments. In fact, the Chinese still haven't repaid the billions of dollars of debt they owed us for financing the construction of bridges and railroads in China, let alone for the confiscation of American property after the Communist victory in 1949.
