Is there a question of whose side the soldiers are on and is it related to a question of whose paying their officers?

Not in my mind.
The Mexican military has none of the training or discipline required of a real military.
Bribery is a way of life and was once a deductible expense for US businesses.

Well, bribing is the same as paying, is it not?

We note that once again Mexico has dropped out of the IADF, not that it ever was an effective member.

Historically, in both WWI and WWII as well as in this war, not to mention the Cold War there were sizeable elements of the Mexican government and military sympathetic too and even intriguing with the enemy.

Even the low life levi wearing Mexican Ruralies I know pack new semi auto sidearms and M4’s......as deep as 60 miles south of the borders they are dug in like Alabama ticks ! Street cops aka federales usually are packing a G3 with one mag and 2 spare mags on the belt.

Guymas and San Carlos , Hermosillo and then waaaaaaay south was actually nice places for a long time. It was when ya got close to the US/MEX border that ya had to be in condition red. I ran that area as part of Joint Task Force Six back when I was active duty.......No tiré a bastantes criminales…

At least that was my experience.....
