If the White House and the Supreme Court can legislate, then why can't the congress exercise executive power?

Maybe they can replace the Congress, the Supreme Court Building, and the White House with one giant mosh pit and have them all fight it out for who gets to do what to whom.

Build a fence around that mosh pit (to contain the power-struggles) and you've got government according to the Constitution.
