Congressional aides and White House staffers (all unelected officials) do the bulk of writing on these bills. Combine that with legislators who want to push things through (so the legislation is not subject to public scrutiny) just as soon as they have the assurance that their particular pieces of pork are included, and you have the disastrous results we are currently observing. At least there is a silver lining to this story.

I simply don't understand how cloning for reproduction is profoundly wrong or dangerous, in light of the fact that he clearly believes that cloning for the purpose of destroying the embryo and using it's parts is perfectly ok. I suspect that, like most people, he is totally clueless about what any of this stuff really means.

The article says the Dickey-Wicker provision has been in budget legislation every year since 1996. They knew about it—Obama didn’t. Either way, he didn’t read it. LOLZ.
