DC Tech Official is Accused of Bribery (DC Classic)

A D.C. government official and a business executive were arrested yesterday on bribery charges involving city technology contracts that included "ghost" workers and kickbacks...

In court documents released yesterday, FBI agent Andrew Sekela laid out the complicated and audacious schemes allegedly orchestrated by a mid-level manager who approved many contracts involving the city government's technology needs...

Yusuf Acar, 40, who has worked in the [Office of the Chief Technology Officer] since 2004, was charged with bribery, conspiracy, money laundering and conflict of interest. Assistant U.S. Attorney Thomas Hibarger told a federal judge that Acar is a flight risk because agents seized $70,000 in cash in his house and because in recorded conversations, he boasted that he could easily flee to his native Turkey. Acar also told the informant that he could use computers to create fake D.C. birth certificates.

U.S. Magistrate Judge John Facciola ordered the Northwest Washington resident held without bond until a hearing Tuesday. At least three other D.C. employees who have not been charged were involved in varying degrees, Sekela alleged.

Sushil Bansal, 41, president and chief executive of the contracting firm Advanced Integrated Technologies Corp. (AITC), was charged with bribery and money laundering. He was released on personal recognizance. Federal agents said Bansal's company received more than $13 million in revenue from the D.C. government in the past five years.

Federal authorities said the conspiracy, which operated for at least a year, worked like this:

Acar approved work with a vendor, such as Bansal's AITC, to arrange the purchase of goods ... The vendor ordered fewer items but billed the District for a larger amount. Bansal, Acar and others then split the proceeds.

Acar also approved fraudulent time sheets for nonexistent employees, Sekela wrote. Acar and others split the proceeds paid by the government, Sekela alleged.

Remember the DC teachers that continued to get paid for something like five years after being laid off before anyone noticed? You’d think ONE of them would have been honest enough to give the money back.

OBAMA’s Federal Chief Information Officer ran this office until a few weeks ago, and is now on “Leave”.

You’ll notice this article “Forgets” to mention that, AT ALL?

The technology office is one of two city agencies that are given some leeway in purchase orders. It can dole out noncompetitive orders up to $500,000, compared with a $100,000 limit for other agencies.

No wonder there's so much waste, fraud, and corruption in DC government! Even a $100k limit is too high. Where I work everything over $5k needs three bids unless there's a good (aka heavily scrutinized) reason to sole-source the purchase.

Acar is from Turkey, where very few are anything but Muslim. I don’t know where the other two are from. My best guess is that Bansal might be from India, but that is just a wild guess.

If he is, he is more likely (statistically) to be Hindu.

This is standard behavior for DC government employees and should be characterized as a misdemeanor or maybe even on the level of a parking violation. I mean, after all, DC has had a mayor get caught on film smoking crack and after he served his time he was reelected so clearly DC is populated with people who share the moral values of the Orcs in “The Lord of the Rings” series.

No competent person in the technology sector in the DC metro area would ever work for the DC city government. There are so many others in the area much more qualified to be Federal CIO. At least start looking within the federal agencies.

Just like Obama, Kundra’s “clean” but everyone around him is a crook. Nothing to see here...
