Does this all boil down to the fact that the judge felt this was tried in the “court of public opinion” and because BO was elected (shudder) he doesn’t have to hear it?

That's precisely what it appears this judge believes. That is, the (uninformed) populous voters spoke and they are not to be challenged. That is, as you say, the court of public opinion has already heard this case and therefore it has no place in the actual judicial system.
