Gov. Bill Richardson signed legislation Wednesday repealing New Mexico's death penalty, making it the second state to ban executions since the U.S. Supreme Court reinstated the death penalty in 1976.
Richardson, a Democrat who formerly supported capital punishment, said signing the bill was the "most difficult decision" of his political life but that "the potential for ... execution of an innocent person stands as anathema to our very sensibilities as human beings."
Richardson said he made the decision after going to the state penitentiary, where he saw the death chamber and visited the maximum security unit where those sentenced to life without parole could be housed.
"My conclusion was those cells are something that may be worse than death," he said. "I believe this is a just punishment."
The repeal, which passed the state Senate by a 24-18 vote Friday and was approved by the House a month earlier, takes effect July 1 and will apply to crimes committed after that date. Once in effect, the most severe punishment will be a sentence of life in prison without the possibility of parole.
"Faced with the reality that our system for imposing the death penalty can never be perfect, my conscience compels me to replace the death penalty with a solution that keeps society safe," Richardson told a news conference in the state Capitol.
With Richardson signing the measure, New Mexico joins 14 other states that do not impose capital punishment. New Jersey, in 2007, was the first and only other state to outlaw capital punishment since its reinstatement by the Supreme Court.
Since 1960, New Mexico has executed only one person, child killer Terry Clark, in 2001. Under the outgoing law, the death sentence could be applied in cases where children, law enforcement and correctional officials, and witnesses were murdered.

Richardson's decision is lib thinking at its best -- executing innocent babies is peachy, but executing convicted killers who've had numerous appeals, is "anathema to our very sensibilities as human beings."
I hope some day soon, Richardson, a rabid pro-abortionist, visits his friends at Planned Parenthood and witnesses the pre-meditated murder of INNOCENT lives.
I won't hold my breath, though, -- I wonder how much $ his campaigns have sucked in from the abortion industry.

That crooked bastard should be sharing a cell room with death row inmates, a prison ‘wife’.
Richardson can’t name a single ‘innocent person’ thats been executed.
None of these idiots can.
You shoot a rabid dog in the street for the obvious reason.
Looks to me like this decision had a lot of self interest. First, he checks on his potential future accommodations and then starts getting serious about change.

I can’t tell you how many arguments I’ve gotten into with liberals over your sentence. And I’ve yet to hear a cogent response from anyone on the left (shocker).
BS. His most difficult decision was stabbing Bill and Hillary in the back to get nominated for Commerce secretary under Obama. The second most difficult decision was to decline the position as it became clear his "pay to play" deals were going be made public via FBI investigation.
The whole "agonizing" decision-making play was just that -- a carefully staged play to any voters who might not have caught on to his liberal ways. Most everyone I know believed that once the bill passed the legislature, he was certain to sign it.
“Richardson cant name a single innocent person thats been executed.”
Meanwhile...

Why would he want the potential for an innocent person to go through this fate worse than death? The only logical thing he can do is ban life imprisonment, and any imprisonment in these cells.

I find it interesting that those trying to find out about this issue always visit the prisons and talk to those on death row.
Somehow they never seem to find the time to talk to the victims and their families.
Yeah, while they get to skate the rest of their life away on MY DIME. I say it's a cost issue. If they can't ever get back out then put them down so we dont have to pay for them.
In New Mexico today under Gov. Richardson: For the callous murderer - unending mercy. To the baby in the work: A fork in the head!
I favor the death penalty, but I could go for a trade off.
Eliminate parole for murder and make all murder a life sentence. In return we could eliminate the death penalty.
Once you have killed someone (doesn’t matter if it is an act of passion or planned and cold blooded), you have proven you are too dangerous to ever be allowed out in public again.
Of course, people who “committed” self-defense would get life, too.

Slap, I don't know if you're a Christian, but the Bible has the explanation:
Romans 1:28 Furthermore, since they did not think it worthwhile to retain the knowledge of God, he gave them over to a depraved mind, to do what ought not to be done.
They mocked God so much that He left them and allowed them to have morally corrupt, evil minds.
Unfortunately, prison guards and other staff, along with other convicts, the non-murdering type included, are still at risk. Also, escapes happen.
The ONLY way to ensure public safety is to execute convicted murderers ASAP.
I wonder if this repeal can be overturned by another governor later on?
“And in other news,....gun and ammo sales go through the roof as New Mexico citizens stock up for the coming crime wave”.
I think it would have to go through the legislative process in order to be overturned.
But, I wonder if the voters of NM could petition to have it reinstated?
Wow, he WITNESSES those things? I would like to know more about that, these people are ghoulish, soulless people and they are now in charge of the nation.
The deadly clash of worldviews is upon us.

I don't know if he's witnessed abortions...I said I HOPED he would visit a Planned Parenthood and see the killing.
Back to you Bimboeruption, I stand corrected, you said that you wished he would vist a PP abortion clinic, etc. Right. I agree. I should read MORE CAREFULLY.
No problem, brushcop...I do that too.
I have a proposed cost reducing alternative to the death penalty, which will need no infrastructure and put no guards in danger. See my FReeper profile for details.
>Looks to me like this decision had a lot of self interest. First, he checks on his potential future accommodations and then starts getting serious about change.
I was thinking the same thing! :)
It’s an appropriately cynical thought; you have permission to use my [/cynic] tag.
>Richardson cant name a single innocent person thats been executed.
>None of these idiots can.
>You shoot a rabid dog in the street for the obvious reason.
Better yet, ask them to name people who have, after being executed, become repeat offenders. ;)
>What they really can’t stand is for the criminals to receive justice.
That’s because they are closet criminals. [/cynic]
I had a similar idea many many years ago except the location I had chosen was Kahoolawe Island which at the time was an active Naval Bombing Range. Gives them something to do, ya know.
