Every time the wind blows around here someone rolls down the road, with a bullhorn blaring, wanting to save me.

They are ostensibly doing this exercise for huge disasters, like Hurricane Katrina, or a nuclear plant meltdown, or some kind of WMD attack (Nuclear Biological Chemical). Naturally, that would be an understandable reason for such exercises...
Then again, there could be (and very likely are) some unspoken and more sinister explanations for running the exercises, in the US, with foreign troops, at this particular time in our history... But I’m just guessing.
Yes! I can understand the need for such training....society is on the edge of collapse, and as such will require the military to maintain control....that is assuming the military is loyal to the existing government

The Vandoos are pointing up for their next rotation into Kandahar. Part of engaging the Taliban insurgents is the need to get the non-combatants out of the way wherever possible.
This exercise is only one of several different exercises being done as part of pointing up the rotation. There are other exercises such as house clearing, dealing with IEDs, working with the artillery, working with a tank squadron, evacuation of wounded, dealing with civilians, etc. All the drills and exercises of an infantry unit getting ready to go into harms way as the core of a battle group.
