Interesting how Hebrew works. It can also mean “measure, half measure, reduction,” a specific prophecy of decline.
If we were speaking Aramaic and doing business in Aramaic, and the phrase were uttered in conjunction with a transaction, there would be no doubt the pharse is a judgment conveying a shoratge in what was expected.
