I would expect this to be unconstitutional — providing the prosecution the opportunity to perfect its case against Chessani given the losses.

And who would want to risk similar consequences for the unpredictable events that occur during service to the Country? Nobody denies Haditha was a tragedy. I regret the prosecution sees it differently.
