"This afternoon, more than 1,000 students, parents, and concerned citizens gathered across from city hall to rally in support of the D.C. Opportunity Scholarship program. A number of prominent D.C. leaders spoke, including former mayor Anthony Williams and former councilmember Kevin Chavous....."

Looks like a bunch of right wing whack jobs to me!
“But the Washington Post reports that the administration will now call for the scholarship program to be continued for students who are currently participating. If this happens, it will avoid the p.r. disaster of seeing disadvantaged children, including two of the Obama childrens classmates, pulled from their private schools. But it will deny current and future D.C. families the same power that President Obama and Secretary Duncan take for granted.”
This is Obama ‘throwing the current enrollees a bone’ and it shouldn’t in anyway ‘avoid the p.r. disaster of seeing disadvantaged children... yada yada.’ This is the equivalent of ‘freeing the house slaves’... I hope (but will not hold my breath) that the MSM will point this out... but nope, ain’t gonna happen. Too much invested.
This ‘pseudo-flexible’ posturing is pure patronizing for the present, in order to put forth some image of ‘responding to ‘the people’. We’ve seen this before on other issues - throwing Daschelle under the bus and letting Geithner ride shotgun. Going out for a hamburger after the Repubs hang out and ‘listen’ at Pizza Hut. Mentioning that ‘he hears ya’ after the tea parties but in code words that were demeaning. All the while going A to B with the further socialization of healthcare, cap and trade and education from birth to doctorate. See a pattern?
The proper response, to his so-called “solution” should be shouted by these parents....far and wide:
“THAT ISN’T GOOD ENOUGH, MR. PRESIDENT !!!”
Absolutely!
Didn’t mean to ignore the rest of your post, namely:

Well, where I come from, there’s an old phrase for that kind of doubletalk.
“Don’t pee on my head and tell me it’s raining!”
LOL
It’s Bushs’ fault.
I agree with President Obama. Poor people should go to poor schools leaving them ill-educated. They are at the bottom of the totem pole and should stay there. After all, someone has to occupy that position and it may as well be voters that will vote for Him anyway.
Brilliant!
I’m trying to figure out a way to kindly inform these folks that the people who fought for their rights throughout history are the same ones who put into effect This Program.
That would be the Republicans. However, they voted for Obama (I know, because I saw the video of them saying it). I “get” the whole historic thing. But elections have consequences. Everything that African Americans have gained over the years (other than unlimited welfare) they can attribute to Republicans.
Obama has given them a rather cynical choice: our skin color or the future of your children.

NOTE: Angry Obama voters are upset at Obama removing something Bush put into place.
And they are too stupid to see it or recognize who got the program in the first place, but luckily they aren’t too stupid to see who is taking it away.
Until he comes out and says something smooth that means absolutely nothing, but sounds good and their eyes get those little cartoon swirly things again and all is fine with the world.
Boy, that's rife with possibilities in regards to his fan base, but I'll just leave it at that :-) You're right of course.
