cause he tought there was a kid in the car....it turned out to be one of the suspects that was short, blond haired but had tatoos all over. as for shooting the tire....he. feared that he would hit some older people coming out of the store, including a friend he had just spoken to inside. he just wanted to minimize the possible damage with the car while fleeing from parking lot carelessly.and yes...it does happen in a split second.and you are entiteled to be sarcastic if u wish
