Oregon Republicans offer no-new-tax budget

SALEM -- Oregon could pay for a full school year and protect its most vulnerable citizens without raising taxes, according to an alternative budget proposal released Tuesday by Republican legislative leaders.

Their two-year spending plan, outlined in the broadest terms at a news conference, effectively gives most state agencies the same amount of money they got over the past two years and maintains a surplus to cover emergencies.

"A rush to new taxes, quite frankly, is unnecessary," said Sen. Frank Morse, one of the main architects of the Republican plan. Instead, state agencies would be told to make do, even if that means pay cuts or layoffs.

Democrats are expected to give their formal response later this afternoon. But they were quick to point out holes -- for example, the fact that the budget is based on a revenue projection likely to fall woefully short when new numbers are announced at the end of the week.

With Democrats in control, the Republican plan has little chance of moving forward. But today's release of a no-tax plan shows the minority party already on the offensive in what is expected to be a pitched fight over proposed tax increases later in the session.

Under the Republican outline, K-12 schools would get $6.2 billion in state aid - enough to prevent early closures, said Senate Minority Leader Ted Ferrioli, R-John Day. To keep schools open, however, the budgets of other agencies would be cut below what Democratic budget leaders have proposed.

Budget discussions will dominate the Legislature this week as lawmakers brace for the next revenue forecast, due on Friday. That's the number on which they must base their 2009-11 budget.

The Oregon Republicans are TRYING to put the kabosh on outrageous spending by the Democrats (who own the Legislature)....They have found $1.3+ BILLION surplus while the Dems have been talking about a $4+ BILLION DEFICIT....they are trying to do what WE ALL ARE DOING...spending like we aren't getting raises (we aren't) and like we aren't planning vacations in the Bahamas this year. They are requiring all agencies to live with a 2007-2009 biennium budget instead of starting with an AUTOMATIC INCREASE, and then adding $$ on top of that...like they've done in the past.

The Oregon legislature is still giving away money like it’s their own. Check out the following bill:

Since it is unconstitutional to give general fund money to religious organizations, they rewrote the bill to play a shell game. It overwhelmingly pass the Senate. Here’s the rewrite:

If this was going to a Christian church, the papers would be all over it. But now it’s silence.

The legislature is also pushing through what I call the Burqua bill to insure Muslims can force employers to submission.

I’ve always wondered who does the revenue forecast. Is it somehow non-partisan? In this state I can only imagine it being cooked by the Dems over the last quarter century.

But there is no cut there and they cannot allow anyone to define it in those terms. There certainly weren’t in any of the past several GOP controlled sessions, and I don’t believe there have been any in my lifetime.

Too bad dishonesty is such a third rail. But a “cut” that’s not a cut is, well, not a cut.

When I was in the GOP CentCom I used to harp on the local House members about that but for whatever reason they were unwilling to put the party’s position on the debate into terms other than those used by the ones into who’s pockets the money goes. To this day, the inmates continue to run the asylum.

BIG trouble is just around the corner for this state and the country if government doesn’t begin to CUT spending for real, and DEVOLVE.

I don't think the taxpayers of Oregon owe the Jewish Federation, or any other private organization religious or otherwise, a dime for whatever outlay they may wish to make for security. Shouldn't cost so much anyway. In the outfits I belong to if we think we need security we bring our guns.

Likewise I don't see a need for special laws imposing hardship on businesses to accommodate religious garb, though in most cases I don't believe it would. My office used to be in the same building as a trucking company's corporate office. They employed some Sikhs and members of other Eastern sects and a Muslim or two, both in the office and on the road, and what they wore didn't cause much concern to anyone or affect how they did their jobs. In some places it might though, and that's a judgment a business owner ought to have the right to make.
