With the Capitol dome as a backdrop, Bishop Harry Jackson of Hope Christian Church in Beltsville, Md., and a large group of pastors in town for a national conference, joined House Republicans for a press conference Thursday to announce legislation in opposition to the recent decision by the D.C. City Council to recognize same-sex marriages from states where the practice is legal.
The D.C. Defense of Marriage Act, co-sponsored by Reps. Jim Jordan (R-Ohio) and Dan Boren (D-Okla.), states that in the District of Columbia, for all legal purposes, marriage means the union of one man and one woman.
The strength of that institution ultimately decides the strength of our entire culture, Jordan said in opening the conference, held on the steps of the Cannon House Office Building. It is family that truly is the foundational institution of our nation, and marriage is its cornerstone.

Bishop Harry R. Jackson Jr., of Beltsville, Md., left, prays with Jonathan Paul Ganucheau, 24, and Denise Buckbinder Ganucheau, 26, both of Dallas, Texas, before performing a religious wedding ceremony that was part of a protest against the District of Columbia city council's approval of legislation recognizing same sex marriages performed in other states, in Washington, on Tuesday, May 5, 2009.

Congress has Constitutional Authority over Washington D.C; it isn’t a state.

The Catholic church is nowadays largely influenced, like many political leaders,by a kind of useless irrelevant PC stance.I speak as a “catholic”.
I give credit to BENOIT XVI for trying, sometimes,to stand firm for core christian values but he seems to be shied by the violent mediatic attacks launched against him in Europe.
I think that many catholic bishops are tied with political secular powers
