Maybe I should retract the first part of that... that is what I found when I last looked into it, but perhaps I was mistaken and they are both descended from the same Mareen Duvall.

"Those listed as entitled to obtain a copy of an original birth certificate include the person born, or registrant according to the legal description from the governors office, the spouse or parent of the registrant, a descendant of the registrant, a person having a common ancestor with the registrant, a legal guardian of the registrant, or a person or agency acting on behalf of the registrant." My experience, from doing many years of geneology, is that you can get a copy of a birth certificate of an individual who has a common ancestor with you only if that individual is deceased. I can not, for example, obtain copies of the birth certificates of my living cousins.
