The best way to regulate CO
2 emissions is to regulate the production of fossil fuels.Coal mines, oil and gas wells would only be allowed to produce so much. This is not being done or even proposed. Why do you suppose that is?
Simple: There's no tax money in it for the politicians.

Nope, emissivity and absorptivity aren't relevant when the dominate thermal resistance is convective.
