It does not appear that any laws are broken unless someone reported this stuff stolen.

I'd bet you're not supposed to throw live ammo into the garbage can.

Other than the sheer stupidity of throwing away something of value, why is it illegal? I'm no expert so someone step in if I'm wrong here, but you can't just take a round, hit the end of it with a rock and presto it goes off. Unless extreme force is used to hit the primer, the round will not go off so it's safe as far as I understand.

You can buy those anywhere. It's the 'Lower' that's 'gold'.

Have you tried buying any lately? They are worth 3 or 4 times what a lower is worth. And the demand is high because a lot of folks buy cheap lowers and then need an upper.

Indeed. They have zero regulatory authority over non-firearm gun parts like barrels and such (which are legal for anyone to make, buy and sell in any manner without government involvement).

Same for ammo.

No. I have no need for an AR-15 Upper or Lower receiver.

And my point was that Upper Receivers are not a BATF controlled item like lower receivers and are sold everywhere, so this story is a non story. Except that for some reason someone threw them away.

I wouldn't buy an AR-15 anyway. Don't like the tiny bullet. If I had the 'extra' funds, I'd buy an AR-10 (.308).
