Lake County is a relatively poor, rural community in California northeast of Sonoma & Napa Counties. There's a lot of neglected, abused, and feral children around Clearlake, and stories like this are not unusual....

This reminds me of the story of Great grandfather’s efforts, around 1870, to kill fleas that infested their school house. He piled pine straw under the school and set it ablaze. It worked, the school burned to the ground. All the fleas died.
