Bureaucrat scuffs dream of homeless shoe shiner

He sleeps under a bridge, washes in a public bathroom and was panhandling for booze money 11 months ago, but now Larry Moore is the best-dressed shoeshine man in the city. When he gets up from his cardboard mattress, he puts on a coat and tie. It's a reminder of how he has turned things around.

In fact, until last week it looked like Moore was going to have saved enough money to rent a room and get off the street for the first time in six years. But then, in a breathtakingly clueless move, an official for the Department of Public Works told Moore that he has to fork over the money he saved for his first month's rent to purchase a $491 sidewalk vendor permit.

Nothing happens when mentally ill men wander the street talking to themselves and drunkards pee in the alleys. Yet Moore creates a little business out of thin air, builds up a client base, and the city takes nearly every penny he's earned.

F these f’ers and the relentless taxes - good thing they got this guy’s “fee” - now he can be reassured that trying to make something of yourself in America is a waste of time...I know, he was trying to “work under the table” but , geeezzzzz...

You know they are not paying taxes, so I have no problem with this at all.

The evil rich lawyers who are his clientele put together the money for his first month of rent. This is a great story he is doing soo well freeloaders are stealing his brushes (other panhandlers) and stealing 491$ (City Govt)...

Seriously I hope this guy makes a run in a big way, who knows how far back the bottle kept him if in less than a year he went from Drunk to self sustaining business man...

Seeing the word Republican almost makes me want to spit. We should be sure to differentiate between Beltway Republicans and real conservatives that are stuck in the GOP.

Of course I can see a fee for *a* permit, I can also see the City saying ‘hmmm do we want this guy panhandling or providing a service’.

They should have told him one he does not have to have a permit until his monthly income is *x* dollars for two months, and two for every panhandler he could set up on a different corner they would knock one hundred dollars off ;)

I dont have a problem with it 90% of the time but this was obviously a case of stuck on stupid..

This, in a nutshell, is why California is bankrupt. The state needs to repeal regulations and the bureaucracies behind them until the budget balances. Then, only then, will the state be saved.

Maybe they could set up a way for people who wish to chip in to pay for this guy’s permit to do so. Nothing wrong with helping those who truly wish to help themselves.
