Black culture doesn’t embrace marriage which is why black culture is in the state that it’s in. The women give it away because they have no feminine dignity, then the rest of us take financial care of their irresponsibility and suffer the crimes committed by their unmentored, drop out sociopathic offspring who have nothing but crappy role models.
I can’t stand zero or his battleship-hipped wife, but if their marriage and family life serve as an inspiration for black Americans to hitch up their pants and get hitched, all other Americans will benefit. Anything would be an improvement.

While true, it doesn't get at the reason. Although you hint at it. After WW-II, and especially during the 1960s, the welfare state disproportionately "went after" black women. One thing they did was to deny payments to a family with an able bodied man in the house. So they left, kinda sorta, so that their wife or SO could get that welfare check. The woman found out they didn't need the men, beyond getting the babies started. That led to what we have today. Once again, government creates it's own problems to solve.
