H. J. RES. 5 Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.
IN THE HOUSE OF REPRESENTATIVES
January 6, 2009 Mr. SERRANO introduced the following joint resolution; which was referred to the Committee on the Judiciary
JOINT RESOLUTION Proposing an amendment to the Constitution of the United States to repeal the twenty-second article of amendment, thereby removing the limitation on the number of terms an individual may serve as President.
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled (two-thirds of each House concurring therein), That the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission for ratification:
`The twenty-second article of amendment to the Constitution of the United States is hereby repealed.'.
Dunno. One term of zero, a lifetime with Palin? We could do worse...
Horrific - but will never pass thankfully.
They already have a website:
It was just a matter of time.

If they want to mess around with amendments, they should pass a balanced budget amendment. We don’t need kings or emperors. Two terms is far too long in most cases.
It’s really hard to amend the Constitution.
A bill of this nature is proposed and filed in EVERY session of Congress.
I propose limiting the term of the present White House occupant to six months, and we hold a new election to fix the biggest mistake of the 21st Century so far.
Or allow plebiscites to recall Presidents....
But I think it is good to point out that King O wants to be President for life.
Since when do the Democrats abide by the Constitution anyway?
I think this is the 6th or 7th time Serrano’s proposed this, and it’s never gone anywhere.
If anything, we should add term limits to Congress.
Not with King Obama and his power. Suppose he just write an executive order removing term limits. Can't be done? Who is going to stop it? Short of an armed rebellion, which will never happen, we are toast. Look at how he has trashed the Constitution already.
Do NOT put ANYTHING past these commies. Just wondering.
Sort of like Englands queen whatsername who ruled over their best times.
Right. 3/4 of the states are SURE to ratify this! LOL!
In a word .............. NO.
This is not news. This is thrown out all the time. It is always said it will never pass because a large amount of states have to retify it.
King O thinks he has found a lifetime job.
Whadja expect suckers—egg in yer beer?
Hail the king—long live da king
It’s good ta be king, ya know!
If any amendment should be talked about in regards to term limits then it should be to get people like Kennedy, Kerry, Byrd, and a host of other professional politicians out of there, not allow any idiots to remain longer.
The Dems know a third term could have happened under Clinton, personally I don’t think Obama will have the ratings to go even two, much less more.
This is for them further down the road I think, long term strategy for when all this dole they are peddling hooks people with a dependence monkey on their back.
Both House and Senate! And don’t forget the courts.
I agree see my last post.Obama will get on TV like he is right now and promote it like he is Obamacare and the antichristfalsemessiah may get every damn radical marxist thing he wants.
It will never happen. Even if passed, people get sick of the President after eight years. The majority of two term presidents are involved in nonsense type stuff that keeps them from their jobs. Nixon had Watergate, Reagan had Iran Contra, Clinton had Monicagate, and Bush had the firinggate. Most of them are nonsense but still disruptive to getting their job done. Can you imagine three terms??? Most would be in jail or six feet underground from the stress.
Personally I’m in favor of a 1 six year term..
I second that!
This will never get 2/3 of Congress and 3/4 of the states to ratify it.
The 22nd amendment was passed after FDR was elected four times. I don’t know the party vote breakdown at that time, but to get the 2/3 in Congress and 3/4 of states, there must have been a significant number of FDR’s fellow Democrats who didn’t want to see any other president be elected multiple times like that.
To bring up this amendment now seems like rank political opportunism. It’s hard to see any Republicans go along with it, since the intent is that Obama be president for life with this amendment.
“...Its really hard to amend the Constitution....”
Zer0 could amend the Constitution by Executive Order. He has the power of the pen. He is The Messiah. He can do anything he wants. (/s)
Or one that requires a President to produce a birth certificate.
Thank goodness it is..
oh hell no!!!
How about an amendment that prohibits anyone from running or serving as POTUS without having served in the Military?
That might bring the candidates back down to earth.
I’m also for term limits for Senators and Congressmen.
Welcome to the Obama Century.
I could see that.
The One and his Clueless Sidekick have been laying the foundation already. "The stimulus will take YEARS to work its magic. Job creation won't be apparent for YEARS."
"...oh, and since all of my brilliant and critical programs will take so long to work, why don't we do away with that pesky term limit thingie. You wouldn't want to throw me out just before I work my miracles, would you?"
“Its really hard to amend the Constitution.”
Not when you have the likes of ACORN rigging elections.
Give them time, and we’ll be saddled with Emperor Zer0 as dictator for life.
I didn’t say it couldn’t be done.
I said it was hard to do.
What a waste of our money and our time! Why don't these fellows tackle problems and solve them. Instead, they create a fuss by making new ones to deflect the focus from what is really wrong in this country. Good Golly, I am sick of their idealistic, manipulative scheming and lazy approach to doing the real work that needs to be done. It makes me nauseous to think that we have so many do-nothing types in Congress who steal from us right under our noses and then propose these ridiculous amendments to waste time!!!
Are you sure one was filed during the Bush administration?
I recall this being tried during the Clinton years, but I don’t remember reading about an effort during the Bush years.
