This will never get 2/3 of Congress and 3/4 of the states to ratify it.
The 22nd amendment was passed after FDR was elected four times. I don’t know the party vote breakdown at that time, but to get the 2/3 in Congress and 3/4 of states, there must have been a significant number of FDR’s fellow Democrats who didn’t want to see any other president be elected multiple times like that.
To bring up this amendment now seems like rank political opportunism. It’s hard to see any Republicans go along with it, since the intent is that Obama be president for life with this amendment.

A-HEM! 3/4 of the states did not ratify the 16th amendment, but it was declared ratified and enacted by executive fiat of Philander Knox, then Secretary of State.
(Of course today we are in no such peril, having a Secretary of State whose integrity is quite beyond reproach.)
